Background
The PPFI was established in 2011 in cooperation between the Palestine Ministry of Finance (MoF) and the French government. The PPFI operates under the umbrella of MoF.The PPFI's work aims to improve the competences of personnel in government departments, local governments, and academic institutions, as well as enhancing their performance, in order to meet their capacity-building demands. The PPFI also maintains with financial and tax innovations, incorporating them into training programs and contributing to administrative development. The PFFI is also concerned with promoting a common understanding of public finance matters and related economic concepts, as well as ensuring that top-notch approaches for public financial management continue to be developed. PFFI utilizes the most up-to-date international best practices in adult learning and continuing education, focusing on interactive and participatory approaches, as well exchange of experience.
PPFI’s Activities and Services
Training: Develop technical, administrative, and awareness-raising training programs and activities that meet the various demands of the PFM sector, as well as accompany reform efforts in the Ministry of Finance. Thousands of public sector employees, as well as private sector and civil society employees, have been trained by the PPFI since its inception. More than 80 training subjects are available in the PPFI training catalog, which covers all aspects of PFM and all career levels.
Raising awareness about PFM issues: by producing and disseminating multimedia such as: infographics and videography.
Research and knowledge production: collaboration with local research institutions to conduct studies on PFM-related issues.
Networking and partnerships: networking and cooperation with local, regional, and international entities concerned in public finance issues for experience sharing and knowledge transfer to realize the missions of the PPFI.
Library and resources: the PPFI’s library has specialized literature on public finance, taxation, accounting, economics, human resources management, public procurement, capacity building, public administration, and many others in both Arabic and English. Its resources are available to researchers, students, and the public at large.
Vision
PPFI’s vision is to serve Palestine as a center of excellence for the capacity building of staff in charge of the Public Financial Management (PFM) as well as for raising the awareness of all public about PFM issues.
Mission
PPFI mission is to build the highest skills and competencies, develop knowledge, and promote sound governance through providing state-of-the-art training programs and continuing education opportunities to contribute to the improvement of PFM in Palestine.

The approach developed for the PPFI’s present strategy should seek increasing and diversifying the support to PFM matters in Palestine. It places great attention on the rationale behind the establishment of PPFI as a tool servicing relevant stakeholders in the PFM sector.
The PPFI training programs have to work continuously in full articulation with the Palestinian national and sectorial plans and priorities defined by government and translated in the institutions’ own strategies. It implies a continuous follow-up of updates and of the State of implementation of the conducted reforms.
While developing this strategic document, a broad range of PPFI’ stakeholders belonging to various hierarchical levels were consulted so that their views and opinions were considered as inputs to the strategy. Such exchanges and consultations are an ever-going process of work for the PPFI that allows adapting the strategy in the course of its implementation.
